Japan Decided 5 Yen Cigarette Price Increase.
Japan, the world's fourth largest cigarette market, will raise tobacco
taxes for the first time
in four years, to discourage smoking. The Cabinet approved a plan to raise
the duty by 3.5 yen
per cigarette from October 2010. The tobacco companies' charge of 1.5 yen
will be added
to the total price. A pack of 20 cigarettes would cost 400 yen. This is
equivalent to the price
of $3.65 in US.
This is the biggest tobacco tax increase for the Japan Tobacco Inc., since
its foundation in
the year of 1985. Prime Minister Yukio Hatoyama, and Minster of Health,
labour and Welfare
Hiroyuki Nagahama, both discourage smoking to curb health insurance expenditure
for the
aging society.
The smoking rate among men in Japan dropped 36.8% in 2008 from 46.8 % in
2003. In women,
the rate is reported 9.1% in 2008, compared with 11.3% in 2003. However,
as other countries,
smoking rate of young female is still above 20% in Japan. A survey suggests
many smokers
may start thinking to quit smoking, when the price of a pack be raised
to over 500 yen.

日本のタバコ価格は世界的に見ても30%〜35%程度の価格に抑えられている。この低価格が未成年者を
含む若年層の喫煙常習者を増加させている。日本では全面禁煙規制を敷いた受動喫煙防止法が皆無である
ことと、タバコが極めて安く手に入ることとが相まって、中国とともに世界から軽蔑の目をもって見られて
いる経済大国である。厚生労働省の長妻大臣は日本の国政で始めて、こうした国民の健康問題を持ち出して
民主党議員の動きを牽制している。立場上当然過ぎる主張とは言え、すばらしい行為である。
国民は自民党政権を見放して民主党政権を選んだ。自民党と同じく国民不在の政治を行っては民意は離れて
行く。民主党内には、自民党と同じく、業界と癒着した部分も少なくないようだ。長崎県や佐賀県の住民の
意思を無視し2000億円以上の無駄な公共投資、長崎新幹線の工事路線を凍結しないなどの政治構造が
その一例だ。タバコ会社の利益と国民の健康とのどちらが大切なのか、考えるまでもないだろう。大きな
期待を裏切ってタバコ会社の要望や無理解な県会議員に従った前例に、世界最悪の受動喫煙防止条例を
立ち上げた神奈川県松沢知事のケースがある。最後のよりどころの民主党が選挙前のマニフェストを守り、
多くの国民から支持される政権になるかどうかは、このタバコ税の決着によりほぼ判断出来るといっても
過言ではない。
一時は自民党と同じ政策スタンスと不安をぬぐいきれなかったが、目標まではほど遠いとはいえ、過去
最大のタバコ税率の引き上げを決定し、民主党への期待をここで繋ぐことが出来たことは喜ばしい。
主張の隔たりは大きかったが、長妻大臣の粘りのおかげといってもよいだろう。それにしても日本の
長い政治の歴史の中で一人でも、こうした理知的な厚生大臣が出てきて安堵している。今後はWHOタバコ
規制枠組み条約の批准国として、屋内公共的施設の全面禁煙に取り組んでいただきたい。くれぐれも
神奈川県が間違いを犯した「人がそこで働く分煙方式」を、いかなる事情に於いても絶対に取り入れた
りすることのないように、日本でも世界の国々と同じレベルの「受動喫煙防止法」の早期成立に向け
第一歩を踏み出して欲しい。

「たばこ税については財源確保の目的で規定されている現行の「たばこ事業法」を廃止して、
健康増進目的の法律を新たに創設します。「たばこ規制枠組み条約」の締約国として、かねてから
国際約束として求められている喫煙率を下げるための価格政策の一環として税を位置付けます。
具体的には現行の「1本あたりいくら」といった課税方法ではなく、より健康への影響を考えた基準で、
国民が納得できるような課税方法を検討します。その際には日本たばこ産業株式会社(JT)に対する
さまざまな事業規制や政府保有株式のあり方、葉たばこ農家への対応を同時に行います。」
(注)この公約は全く無視され、民主党政権は野田首相を最後に崩壊した。

Increase the Tobacco Tax
Prime Minister Yukio Hatoyama recently told the Diet that an increase in
the tobacco tax should be
considered from the viewpoint of improving people's health. He has instructed
the Tax System
Council to study the matter. A tobacco tax increase is long overdue.
The World Health Organization says, 'Tobacco is the single largest preventable
cause of cancer in
the world today.It cause 80 to 90 percent of all cancer deaths, and nearly
one-third of all cancer
deaths in developing countries.' Smoking not only accounts for about one-third
of all cancer cases
but also increases the incidence of heart disease and cerebral infarction.
The WHO FCTC ( Framework Convention on Tobacco Control ), which is effective
February 2005
and Japan is one of the 164 signatories, calls to raise taxes on tobacco
products as a way of
reducing tobacco consumption. Cigarettes in Japan are much cheaper than
in other parts of the
world. For example, Japan imposes a tobacco tax of \174 on a 20-cigarette
pack, compared with
an equivalent tax of \400 to \500 imposed in Euroe and North America.
The Liberal Democratic Party, a former political party in power, always
quashed the tax increase
proposal because feared that the increase would be unpopular with voters
and negatively impact
tax revenue. The change in government, however, has breathed new life the
drive to increase the
tax. A survey in Japan showed the 28.5 % of male smokers and 37.4 % of
female smokers want
to quit smoking. A steep cigarette tax increase would induce many to quit
smoking.
The revenue should be used to promote measures to help smokers kick the
habit, improve medical
services and assist those among the nation's 12,000 tobacco farmers who
would like to switch
corps. The government could also discourage use of tobacco by banning smoking
in public space
nationwide, including restaurants.

程度になるようにタバコ税率を引き上げるように提言したが、五十嵐財務副大臣は、葉タバコ農家や
タバコ小売業者への影響を十分見極める必要があると値上げに対し反対の見解を表明した。せっかく
厚生労働省で健康志向の社会を作ろうとしても、財務省は経済へのマイナスの影響を考えて「体」よりも
「金」を重視する立場を変えていない。自民党から民主党へ政権が変わっても、残念ながら、その
体質は全く同じようだ。

funds over 10 years.
The government can expect to make an extra 9 trillion yen in tax revenue
over the next 10 years
by raising the price of cigarettes to 1,000 yen a pack, Ministry of Health,
Labor and Welfare
announced in October 8. Many people won't be able to give up, even if they
want to, so raising
the price will lead to an increase in tax income," said a representative
of the ministry's research
team. The ministry carried out a survey of over 20,000 smokers on the Internet,
with results
showing that if the prices were increased from 300 to 1,000 yen a pack,
96 percent would try
and give up smoking. The research team still predicts a net tax revenue
increase of 560 billion
yen in the first year. The currently-planned price increase to 500 yen
is predicted to make
an extra 4 trillion yen in tax over the next 10 years.

健康のためにたばこ値上げを
英国の医学誌「ランセット」は2011年9月、日本の皆保険制度導入の50周年を記念する特集号を発行し、
日本の保健医療制度を高く評価すると同時に、将来に向けての課題を挙げた。その筆頭が「喫煙率の高さ」
で、禁煙政策の重要性を訴えた。日本も批准したたばこ規制枠組み条約も、国民の健康を守るため、
禁煙を進めるさまざまな政策を求めている。
たばこの健康への害はいうまでもない。肺がんだけでなく心臓など循環器系や脳血管などにさまざまな病気を
引き起こす。全国で毎年13万〜20万人が亡くなっていると推定される。他の人のたばこの煙を吸う受動
喫煙による死者が約6800人、との推計もある。そのリスクは、いま問題になっている放射線と比べても大きい。
国立がん研究センターによれば、非喫煙者の女性のがんのリスクは、夫が喫煙者だと0.2〜0.3%高まる。
一方、放射線による発がんの影響が明らかになるのは、少なくとも累積で100ミリシーベルトという高い
線量の被曝(ひばく)でがんになるリスクは0.5%高まる。
医療費の増加や労働力の損失など、喫煙による社会的損失は年5兆円以上との試算もある。男性の喫煙率が
4割近くあり、「たばこ大国」と呼ばれる現状を放置することは許されない。禁煙のためにきわめて重要な
のが価格だ。欧米諸国に比べて安い日本のたばこ価格を上げることは、とりわけ若年層が新たにたばこを
吸わないようにするうえで効果が大きい。 2010年10月、過去に例のない1箱100円の大幅値上げが実現した。
政権交代後、政府税制調査会で初めて、健康問題としてたばこ増税が議論された結果だ。ようやく始まった
健康の観点からのたばこ価格の議論を、後戻りさせてはならない。健康を守るには、思い切った値上げが
必要だ。私たちはこれまで、1箱1000円でもいいと主張してきた。この考えは今も変わらない。
