What we can learn from a smoke-free action by the member of German:
A lecture talk in Tokyo

A special guest speech by Mr. Lothar Binding and Dr. Martina P Langer
at the headquarter of Japan Medical Society

German and Japan are the countries realized as a tobacco industry paradise. A lobby activity
in politics is always vigorous, and the proposal for tobacco control often becomes weak and
waters down. At the general meeting for tobacco control held at Bangkok in June 2007,
both Governments opposed WHO FCTC ( Framework Convention on Tobacco Control ) treaty,
which recommends a total indoor smoking ban in public places.

In 2007, German 16 states have passed legislation that admitted to smoking only in a separate
smoking room. However, in 2008, the Federal Constitutional Court judged it is unconstitutional,
because it discriminates against a small tavern from others. At present, 16 states come up to amend
their smoking legislation. Mr. L Binding, Member of the German Bundestag, are now working at
various anti-smoking laws in Germany into the unified federal law based on a total smoking ban.

Dr. Martina P Langer, a recipient of the WHO's Tobacco Free World Award and recipient of
the Cross of Merit on the ribbon of the Fedral Prepublic of Germany for cancer prevention and
nonsmokers' rights initiatives, spoke with fervent that the smoke-free ordinance is the only
way to avoid the adverse effects from cigarette smoke. She stressed a legislator be cautious
and should not be caught in a trap set by a tobacco company.

a tobacco company, that will deceive people toward a wrong concept of the smoking ordinance.
He stressed the anti-smoke law should be unified to the one which enforces the total smoking ban
in public places.

Dr.Martina P Langer warned the psychological manipulation by a tobacco company.
She stressed to establish a smoke-free ordinance to protect workers in a hotel, restaurant, bar and
all public indoor places and the law is the only way to cope with the smoking problems.

A very useful, and educational lecture that we should enforce a total smoking ban
in a public indoor space, given by Mr. Binding and Dr. Langer from Germany was
held at the auditorium of Japan Medical Association, Tokyo.

However, a chairman, Dr. Hirama introduced the members, one by one, who acted
as establishing the scale-discriminated Kanagawa ordinance, which approved
a smoking area in restaurants and other public space, during the 15-minute time,
which was reserved for a discussion. As a result, no speech or question from
attendance was allowed. At that moment, handclaps arose from the audience
giving a high prize for the Kanagawa ordinance to give endorsement a smoking
space inside and to the members who were related with this local law.

Lastly, Mr. Binding clearly contradicted the idea of the scale-base smoking restriction
of food industries in the anti-smoking ordinance.
