The Auckland metropolitan area in the North Island of New Zealand, is the largest and the most populous
urban area in the country with a population approaching 1.4 million residents, 31 percent of the country's
population. Demographic trends indicate that it will continue to grow faster than the rest of the country.

* Blenhaim is situated in the Marlborough region of New Zealand, the north east corner of the South Island.


Auckland Airport is the combined international and domestic airport and is the largest and busiest airport i
n New　Zealand with over 13 million ( about 7 million for the international and 6 million for the domestic )
passengers a year.

To protect people from the health effects of second-hand smoke, smoking　in all hospitality industries*is
prohibited in New Zealand. Smoking　is also banned in all offices, shops, shopping centres, airplanes,
public transport and taxis.
*The hospitality industry ＝ Hotels, restaurants, casinos,catering (food service), resorts,clubs and any
other service position that deals with a tourist.

ニュージランド北島・オークランド国際空港

Check-in counters are at the eastern end of the international terminal building on the ground level.
For most international airports, the counters are arranged in a straight line, rather than in island style.

帰路は南島北端の町、ブレナムから北島、オークランドへは１８人乗りの小型プロペラジェット機を利用した。
ブレナム国際空港、オークランド国際空港、いずれも禁煙法に基づき空港施設および併設のレストラン内部は全面
禁煙で、「Smokefree Area」との標識が掲げられている。オークランド空港で喫煙できる場所は外部で、しかも
車寄せ道路を一つ越えた向こう側のスペースが指定されている。空港出入口近辺でタバコを吸うことは全く禁止され、
空港利用者が少しでも受動喫煙の被害に遭遇しないような規制処置がとられている。

ニュージランドヘラルドによれば、2006年、スモークフリーの環境にて生活する権利を支持するニュージランド
国民は、90％を越えており、2001年当初、バーにおける全面禁煙に賛成する人は38％に過ぎなかったが、2006年
の調査時点では74％まで増加した。最近では90％以上の人がタバコの煙とは無縁のスモークフリーの家で生活して
いる。

ニュージランドを周遊し、タバコ販売状況、受動喫煙防止への取り組みを見てきたが、飲食店、公共交通機関などの
閉鎖空間内の全面禁煙は、国や地方自治体が条例で強制すべきことであり、自国の国民が有害なタバコ副流煙にさら
されて健康障害を引き起こすことを無視、放置していることは、とりもなおさず首長を含め、行政機関の怠慢に
他ならない。ただ、期待された神奈川県条例で先進国では2003年にすでに放棄した「人がそこで働く分煙」方式を
採用し、世界でもまれに見る健康面では大きく後退した制度を、2010年から施行することは非常に遺憾である。
