Tobacco Packaging Warning against Smoking in Japan


The health warning in Tobacco package in Japan is rather conservative. This is based on a well-known fact
that the largest stock holder of Japan Tobacco Inc. is the Japanese Government, and it has 50% of the whole stock.


(L) The health warning of smoking on tobacco packages, informing the incidence of stroke is estimated by the
epidemiological statistics to be higher for 1.7 times in smokers than the nonsmokers.
(R) Smoking can be one of the causes of lung cancer. The epidemiological studies estimate a lung cancer is to be
higher for 2 to 4 times in smokers than the nonsmokers.


Intended concealment of tobacco-smoke hazard ?

Since April 2005, based on the regulation of WHO Framework Convention on Tobacco Control, the Ministry
of Finance decided to show the adverse effect of smoking, such as lung cancer and heart disease in
a cigarette box. However, the warning expression is half-baked display and so calm.
For example, in relation to tobacco dependence, it says the degree will vary from person to person.
From the view point of advanced tobacco-controlled society, it appears to stop the reduction of tobacco
consumption. This is not 'warning', but the description reluctantly for the international regulation.

The word of 'slim', and the size of small 10 cigarettes, are attractive to Japanese women.


The warning says that a smoking is addictive, but it depends on how you smoke and vary from a person to a person.

The defence section of the Liberal-Democratic Party of Japan, the former political
party in power, criticize the new government's policy toward the United States
military base in Okinawa. However,
many ashtrays are placed on their desk, which means
they disregard serious adverse effects of tobacco-smoke hazard, and they do not
protect themselves from second-hand smoke. It is possible that they might die from
cancer or heart disease, before Japan was invading from a foreign military power.

An ashtray appears to be an important tool for the top politicians. This photo was taken at the main
meting room of Liberal-Democratic Party of Japan. The Party, frequently abbreviated to LDP or Jimintoh,
is a diversely center to the conservative political party in Japan. It is one of the most consistently successful
political parties in the world of democracy. The LDP ruled almost continuously for nearly 54 years from its
founding in 1955 until its defeat in 2009 election. They never think about a smoking restriction inside, and
always ignore the Japan's Health-Promotion Law.

In the 2012 election, Liberal-Democratic Party regained control of government. It holds 295 seats in the
lower house and 115 seats in the upper house. Shinzo Abe became Prime Minister for the second time.
These ashtrays appeared removed from the TV broadcasting scene as of 2014.

 Department of Health, Labor and Welfare announced to assist an establishment of
  indoor smoking room
in restaurant and hotels, and will increase the financial support rate
   from the present 25% to
50% of the whole construction fee in 2013.
 Kanagawa Prefecture's Anti-smoke Law
    Governor Shigefumi Matsuzawa stressed the need to provide a separate smoking room in public places.
    Kanagawa Prefecture officially approved a waiter and waitress to work at a restaurant with full of toxic tobacco-smoke.
