Statewide Nation's Toughest Smoking Ban in Delaware
Delaware is located in the eastern section of Delmarva Peninsula, between Delaware Bay and Chesapeake
Bay, and the second smallest state after Rhode Island.

Statewide Smoking Ban in Delaware
November 2002, the little state's big step will give it the nation's toughest ban on indoor smoking, one
that would end smoking in all public areas, including bars, restaurants and casinos. At that stage,
other states already have laws, which ban smoking, including thestates of California, Colorado,
Maryland and Utah, but most still allowed smoking in bars. The bill passed with little to no resistance.
The Delaware State Chamber of Commerce took opposition on it, and the Delaware Restaurant
Association dropped its opposition the week before the bill passed. Delaware health officials say
tobacco use is a factor in more than one-third of all cancer cases in the state.
The U.S. Environmental Protection Agency has classified secondhand smoke as a Group A carcinogen,
which means there's sufficient evidence that it causes cancer in humans, according to the American
Cancer Society. Each year, secondhand smoke in the United States is responsible for an estimated
35,000 to 40,000 deaths from heart disease in people who are not smokers. It's also to blame for
about 3,000 lung cancer deaths in nonsmoking adults.
Dr. D. A Waterfield, said that the smoke-free environments will protect the health of all residents in
Delaware by helping youth never to start smoking, encouraging adults to quit smoking, and reducing
the exposure for all of us to the harmful effects of secondhand smoke.

こうした厳しい規制内容にも拘わらず、条例制定に対する反対はほとんど見られなかった。デラウェア・
レストラン協会は法令採択の前週に反対意見を取り下げ条例成立に協力した。デラウェア保健局は米国に於ける
癌（がん）の原因の３分の１以上はタバコによるものだとしている。米国環境保護局はタバコ副流煙はＡクラス
発癌物質であり、米国癌学会によれば、タバコの煙が人体に癌を発生させる十分な証拠があるとしている。
毎年、タバコを吸わない35,000人から 40,000人がタバコ副流煙の有害物質のために心臓病で死亡、肺癌死は
3,000に及ぶ。
Dr. Waterfield,はタバコの煙のない環境はすべてのデルウェア州民の健康向上に役立つ。その効用は未成年者が
タバコに手を染めることを防止し、スモカーの禁煙を促し、すべての州民を副流煙の有害物質から守ることである
