Guam Island


Apra Harbor is a deep-water port in west Guam.
The naval base locates in the south side, a commercial port in the north side.

Guam is an island in the western Pacific Ocean and is an organized, unincorporated territory of the United States.
It is the largest and southernmost of the Mariana Island. Today Guam's economy is supported by its number-one
industry, tourism, which is primarily comprised of visitors from Japan. The second largest source of income of
Guam comes from US armed forces. The climate is characterized as a tropical marine. The weather is generally
hot and very humid with little seasonal temperature variation. The mean high temperature is 30°C, and mean
lowis 24°C. An average annual rainfall of 2,180 mm.

Natasha Protection Act

2006年6月、喫煙規制に関する「ナターシャ保護法」の実施が決定。レストラン、バーを始め公共的な区域、
空間の全面禁煙が施行されている。このナターシ ャ保護法はタバコ副流煙（second-hand　smoking）の
為に肺癌（がん）で亡くなったグ アムのナターシャちゃんという実在の女の子の名前をつけて施行され、
住民およびグアム島を訪れる観光客の健康を守るための法律で、2005年12月に成立した。1992年に制定された
「室内空気清浄法」を修正したもので、喫煙者と同じ空間内にいる人々をタバコの有害煙から守るための法的
規制を設けた。

この法律により閉鎖空間内の喫煙行為は原則的に禁止された。喫煙が禁止されている主な場所は、レストラン、
エレベーター、公衆トイレ、バス、 タクシー、 飛行機などの交通機関、 水族館、美術館、図書館、博物館、
スポーツアリーナ、コンベンションホールなどの公共施設、医療関係施設、ホテル及びモーテルのロビー、
ホール、階段などの公共空間である。

今までレストランは分煙を行い、喫煙スペースの床面積が全面積の５０％以下なら許可されていたが、これを
全面禁煙とした。ここで、完全に分離したバー、シガールーム、ホテル喫煙室は規制から除外されている。
しかし、調査した著名ホテルでは客室は全室禁煙であり、バーも、ハイアット・リージェンシーホテルの
Cigar Corner（シガー・コーナー）を除き、喫煙できる店は全く見当たらなかった。

「太平洋上のアメリカの楽園」、トロピカルアイランドとしてグアム島は紹介されている。しかし、95%ほどの
観光客は日本人であり、白人の旅行者はほとんど見かけない。成田からのＪＡＬ便もほぼ全員が日本人であった。
島内を見て回るのは2ドルで乗れるショッピングバスを利用するとよい。レンタカーでドライブしながら島めぐり
するのも一法だが、スコールが多く、舗装道路には砂利の代わりにサンゴを砕いたものが混ぜてあるため、路面が
非常に滑りやすい。事故を起こさないように運転には十二分の注意が必要である。グアム警察による取り締まり
は頻繁に行われている。
